The USDA's Rural Housing programs may be the answer! Rural Housing has 100% financing available to qualifying buyers in "rural" Counties, which includes Tooele County. At least tooele County is eligable until the Census is completed!
USDA's Rural Housing has home loan programs for low, very low and moderate income homebuyers, who have reasonable credit ratings, on homes that meet National Voluntary Building Codes, as adopted by the State.
Programs are based on the Area Medium Income, and there are even subsidized home loans to enhance repayment ability.
We used this program last year to get a single mom into a 180k home in Tooele with a payment of around $700 a month!
There are qualifying homes available in Grantsville UT and Stansbury Park as well as Tooele.
The local USDA Rep says that the program has funding right now, but it will run out by September.
